He earned his Bachelor of Engineering (Honours) in Mechanical Engineering from the prestigious National Institute of Technology (NIT), Trichy. Before joining the police force, he gained valuable corporate experience working as the Executive Assistant to the legendary Shri Dhirubhai Ambani at Reliance Industries Ltd (1989–1991).
His entry into the IPS in 1991 marked the beginning of a transformative era for Madhya Pradesh. Even after decades of service, his quest for knowledge continued, leading him to conduct extensive research in cyber-space, for which he was conferred an Honorary Doctorate.
A Distinguished Professional Journey
Shri Kapoor’s career is a testament to his versatility, spanning across districts, training institutes, and international missions. He served with distinction as Superintendent of Police (SP) in Dhar, Sehore, and Ratlam, and later as Deputy Inspector General (DIG) in Chhatarpur, Ratlam, and Ujjain. His tenure as the Additional Director General (ADG) of Indore Zone was marked by significant strides in urban security and community engagement.
His expertise has also reached global shores; he served as the Deputy Training Coordinator and Chief of Research for the United Nations Mission in Bosnia & Herzegovina (UNMIBH) and as a Police Advisor for the UN Mission in Georgia (UNOMIG). In July 2025, in recognition of his seniority and exceptional service, he was appointed as the Director General (DG) of the Prisons Department of Madhya Pradesh.

Shri Varun Kapoor is a global authority on cyber security. Under his “Black Ribbon Initiative,” he has conducted over 500 workshops and webinars, reaching nearly 4 lakh citizens across India and several other countries like Japan and the UK. This monumental effort earned him a place in the World Book of Records, London for the maximum number of cyber security awareness workshops by a single individual.
His innovative spirit extends to wildlife conservation. He spearheaded the “Cyber Claw” project in collaboration with the National Tiger Conservation Authority (NTCA), using cyber technology to protect tigers and solve wildlife crimes across India’s leading tiger reserves.
