Shri Rohan Saxena is an Indian Administrative Service officer of the Madhya Pradesh cadre whose career spans urban transformation, industrial development, electoral participation and grassroots administration. Born on March 6, 1980, and hailing from Bhopal, he rose through the Madhya Pradesh State Civil Service before being inducted into the IAS on September 8, 2025. He is currently serving as Chief Executive Officer, Zila Panchayat, Niwari, a position he has held since July 2023.
Early Life and Academic Pursuits
Hailing from Bhopal, Madhya Pradesh, Shri Saxena pursued a Bachelor of Engineering (B.E.), giving him a technical academic foundation before his career in public administration. His subsequent progression through the State Administrative Service brought him extensive experience across municipal governance, development administration and public institutions, creating a professional base that would later extend from metropolitan Indore to rural Niwari.
Professional Genesis and Ascendancy
Shri Saxena’s administrative journey has included several notably different assignments. He served as Additional Commissioner, Indore Municipal Corporation, and became the early Chief Executive Officer of Indore Smart City Development Limited, before later serving as CEO, Zila Panchayat, Burhanpur. He subsequently worked as Executive Director, Madhya Pradesh Industrial Development Corporation (MPIDC), Regional Office Indore, before being appointed CEO, Zila Panchayat, Niwari in July 2023.

Shri Saxena’s career is distinguished by exposure to three very different dimensions of development—urban civic reform, industrial infrastructure and rural governance. His assignments demonstrate an ability to work across institutions whose responsibilities range from municipal services and city planning to investment facilitation and Panchayat-level development.
Urban Governance and the Indore Smart City Mission
As Additional Commissioner, Indore Municipal Corporation, Shri Saxena was closely associated with the city’s civic and sanitation administration. During the same period, he was also associated with Indore’s drive towards open-defecation-free status and expansion of urban sanitation infrastructure.
Industrial Development and Investment Infrastructure
His tenure as Executive Director, MPIDC Regional Office, Indore added an economic-development dimension to his career. In 2022, MPIDC’s Indore office pursued the creation of new industrial areas along the Delhi–Mumbai Expressway corridor, applying for around 9,000 acres of land at identified locations. Shri Saxena also represented MPIDC in institutional forums connected with industrial development and the Indore Special Economic Zone.
Rural Development and Water Conservation in Niwari
As CEO, Zila Panchayat, Niwari, Shri Saxena’s responsibilities have shifted towards Panchayat administration, rural development and community-based resource management. Niwari has particular significance for its historic Chandela- and Bundela-era water bodies; a 2025 Panchayat and Rural Development Department workshop in Orchha focused on their restoration, improved storage capacity and modern techniques for mapping and monitoring water resources, with Shri Saxena participating as the district’s Zila Panchayat CEO.
