Shri Ashok Barnwal, a 1991-batch Indian Administrative Service (IAS) officer of the Madhya Pradesh cadre, stands as one of the most versatile and result-oriented administrators in the state’s history. Currently serving as the Additional Chief Secretary (ACS) for Public Health and Medical Education, Shri Barnwal has consistently demonstrated a rare ability to transform complex policy challenges into success stories. Whether it is revolutionizing agriculture through digital innovation or steering the state’s environmental conservation efforts, his career is defined by a commitment to data-driven governance and inclusive development.
Academic Excellence and Technical Foundations
A native of Jharkhand, Shri Barnwal’s approach to administration is deeply influenced by his technical background. He earned his Bachelor of Technology (B. Tech) in Mining Engineering, an academic discipline that requires precision, strategic planning, and a focus on sustainability. Furthering his expertise in governance, he obtained a Post Graduate Diploma in Public Policy and Management, providing him with the intellectual tools to navigate the multifaceted socio-economic landscape of Madhya Pradesh.
A Trailblazer in Agriculture and Environment
Before taking charge of the health sector, Shri Barnwal made a profound impact as the Agriculture Production Commissioner (APC) and ACS of the Forest and Environment departments. He is widely recognized as a champion of “Digital Agriculture”.
Under his leadership, Madhya Pradesh piloted the E-Vikas initiative, which leverages the “AgriStack”—a comprehensive digital database—to provide farmers with personalized advisories on soil health, fertilizer use, and crop selection. His vision for a “resilient and farmer-centric” system has helped the state bridge the gap between traditional farming and modern technology, significantly reducing cultivation costs and improving profitability for the common farmer.
As the Director General of the Environmental Planning & Coordination Organisation (EPCO), he has been at the forefront of climate change action and natural resource governance, ensuring that the state’s development is aligned with environmental sustainability.
Transforming Public Health and Welfare
In early 2026, Shri Barnwal was entrusted with the critical responsibility of the Public Health and Medical Education Department. His appointment as ACS Health, along with his role as the Food Safety Commissioner and lead for Bhopal Gas Tragedy Relief & Rehabilitation, marks a strategic move by the state government to bring top-tier administrative efficiency to the healthcare sector. Since taking charge, he has focused on modernizing medical infrastructure and ensuring that quality healthcare reaches the last person in the state, continuing his legacy of being a “people-first” administrator.
A Leader Beyond the Office
Shri Barnwal’s leadership skills extend into team-building and wellness. In December 2025, he led the “Green Team” to a spectacular overall victory in the annual IAS Service Meet in Bhopal. The meet, which included sports, cultural programs, and a high-profile cyclothon, saw the Green Team top the points table under his guidance, reflecting his ability to inspire and lead his colleagues toward excellence in every sphere of life.
Why is he one of the ‘Stars of MP’?
Shri Ashok Barnwal is one of the ‘Stars of MP’ because he represents the perfect blend of technical intelligence and administrative empathy. His journey in the IAS is characterized by a “problem-solving” mindset that has left a lasting imprint on the state’s agriculture, environment, and now, public health.
He is celebrated for his ability to integrate modern technology—like AI and data analytics—into the daily lives of citizens, making governance more transparent and effective. For his unwavering dedication to the sustainable development of Madhya Pradesh, his visionary leadership in agricultural reforms, and his commitment to the health and well-being of the people, Shri Ashok Barnwal is truly a distinguished ‘Star’ of the state.
