A native of Jharkhand, Shri Barnwal’s approach to administration is deeply influenced by his technical background. He earned his Bachelor of Technology (B. Tech) in Mining Engineering, an academic discipline that requires precision, strategic planning, and a focus on sustainability. Furthering his expertise in governance, he obtained a Post Graduate Diploma in Public Policy and Management, providing him with the intellectual tools to navigate the multifaceted socio-economic landscape of Madhya Pradesh.
A Trailblazer in Agriculture and Environment
Before taking charge of the health sector, Shri Barnwal made a profound impact as the Agriculture Production Commissioner (APC) and ACS of the Forest and Environment departments. He is widely recognized as a champion of “Digital Agriculture”.
Under his leadership, Madhya Pradesh piloted the E-Vikas initiative, which leverages the “AgriStack”—a comprehensive digital database—to provide farmers with personalized advisories on soil health, fertilizer use, and crop selection. In early 2026, Shri Barnwal was entrusted with the critical responsibility of the Public Health and Medical Education Department. His appointment as ACS Health, along with his role as the Food Safety Commissioner and lead for Bhopal Gas Tragedy Relief & Rehabilitation, marks a strategic move by the state government to bring top-tier administrative efficiency to the healthcare sector.
