Shri Arvind Kumar Shah is a 2021-batch Madhya Pradesh cadre Indian Administrative Service officer whose career spans revenue administration, urban governance and public-health programme management. Born on June 8, 1992, and hailing from Singrauli, Madhya Pradesh, he joined the IAS on December 5, 2021. After serving in Shivpuri, Shahdol and Jabalpur, he is presently serving as Chief Executive Officer, Ayushman Bharat, Madhya Pradesh, where healthcare accountability and digital monitoring have become important dimensions of his work.
Early Life and Academic Pursuits
Shri Shah completed his B.Tech. in Electronics and Communication Engineering from Maulana Azad National Institute of Technology (MANIT), Bhopal, during 2010–14. His engineering education provided a strong foundation in analytical thinking, technology and systems-based problem solving—an academic background that has become particularly relevant to his present responsibilities in digital and data-intensive health administration.
Professional Genesis and Ascendancy
Shri Shah began his Madhya Pradesh career as Assistant Collector, Shivpuri, before taking charge as SDO (Revenue), Shahdol, where he gained experience in revenue and citizen-facing field administration. In June 2026, he was entrusted with the statewide responsibility of CEO, Ayushman Bharat, Madhya Pradesh.
Administrative Tenure: Strengthening Technology-Enabled Health Governance
In his present assignment, Shri Shah’s responsibilities combine healthcare oversight, digital systems and institutional accountability. His tenure has coincided with stronger scrutiny of empanelled hospitals, wider use of data for compliance monitoring and continued expansion of Madhya Pradesh’s digital-health ecosystem.
Strengthening Hospital Accountability
During a 2026 enforcement drive under Ayushman Bharat, 83 hospitals reportedly faced action, including 18 that were de-empanelled and blacklisted and 50 that received penalties exceeding ₹3.13 crore. More than 30 raids and notices were carried out within roughly two months, strengthening scrutiny of compliance among participating healthcare institutions.
Data and AI-Based Monitoring
The Ayushman Bharat administration has also begun using technology and data analysis to identify unusual hospital-doctor associations. Monitoring includes mapping the number of hospitals linked with individual doctors and examining geographical patterns, enabling officials to identify cases requiring closer verification and physical inspection.
Expanding the Digital Health Ecosystem
According to Shri Shah, Madhya Pradesh had generated nearly 5.86 crore ABHA IDs, registered around 20,000 healthcare facilities and nearly 18,000 healthcare professionals, while Scan and Share services were operating in 533 institutions. The state is also working with the Quality Council of India towards stronger NABH and laboratory accreditation, linking digital access with improvements in healthcare quality.
