Shri Agrim Kumar is a 2020-batch Madhya Pradesh cadre Indian Administrative Service officer whose administrative journey combines analytical training, field experience and innovation in rural service delivery. Born on August 26, 1990, he joined the IAS on October 12, 2020. After serving in Mandla and Khargone, he took charge as Chief Executive Officer, Zila Panchayat, Chhindwara, where his work has been particularly associated with creating sustainable systems for rural sanitation and livelihood generation.
Early Life and Academic Pursuits
Shri Kumar’s academic journey reflects a strong blend of technical learning and managerial training. With a background in Computer Science, he later pursued the Post Graduate Programme in Management at IIM Bangalore, where he developed exposure to strategy, organisational systems and structured decision-making. His association with American Express during the programme further added a professional dimension to his early career, creating a strong foundation for the analytical and systems-driven approach visible in his later administrative work.
Professional Genesis and Ascendancy
Before entering the IAS, Shri Kumar had already qualified the Civil Services Examination and joined DANICS through CSE 2017. Following his selection to the IAS through CSE 2019, he began his Madhya Pradesh field career as Assistant Collector, Mandla, and later served as SDO (Revenue), Kasrawad in Khargone district. In 2024, he moved to Chhindwara as CEO, Zila Panchayat, assuming responsibility for major Panchayat and rural-development programmes.
Administrative Tenure: Building a Sustainable Rural Sanitation Model
Shri Kumar’s tenure in Chhindwara has been marked by an effort to move rural sanitation beyond infrastructure creation towards a regular, professional and financially sustainable service system. By combining mechanisation, trained local workers, structured contracts and livelihood generation, the district developed an approach intended to improve sanitation outcomes while also addressing dignity and economic opportunity for sanitation workers.
Swachhata Saathi — WASH on Wheels
The Swachhata Saathi WASH on Wheels initiative organises sanitation services through clusters of Gram Panchayats, supported by trained workers, mechanised cleaning equipment, dedicated vehicles and personal-protection kits. The service covers toilets in schools, Anganwadi centres, Panchayat buildings, health facilities, hostels and households, helping maintain sanitation infrastructure and supporting the sustainability of ODF and ODF Plus outcomes.
Creating Livelihoods through Sanitation
A distinctive feature of the model is its enterprise-based approach. India Sanitation Coalition documented 36,481 toilet cleanings within seven months by 38 Swachhata Saathis, including both institutional and household facilities. The services generated approximately ₹33.60 lakh in revenue, while participating workers were reported to earn average monthly incomes of around ₹20,000–25,000, linking improved sanitation with more stable and dignified livelihoods.
Technology, Service Delivery and Replication
The model incorporates digital booking, cluster-based operations, defined service charges and formal service agreements, making sanitation maintenance more organised and predictable. Rather than depending only on periodic cleanliness campaigns, it creates an operating mechanism for the continued upkeep of rural sanitation assets. India Sanitation Coalition has highlighted the model as particularly suitable for replication in tribal and underserved rural regions.
Other Notable Achievements
- Earlier Selection to DANICS: He had earlier been selected to DANICS through CSE 2017. The Ministry of Home Affairs formally accepted his technical resignation in October 2020 following his selection to the IAS.
- National Recognition for Chhindwara’s Sanitation Model: The district’s WASH on Wheels initiative received recognition under the ISC-FICCI Sanitation Award 2025 for its innovative approach to sanitation service delivery. India Sanitation Coalition’s subsequent field assessment recorded improvements in toilet cleanliness and usage across households and schools.
- Extended Rural-Development Responsibility: Shri Agrim Kumar also oversees Zila Panchayat responsibilities linked with Pandhurna district, extending his role across rural-development and Panchayat administration beyond Chhindwara.
A Visionary Outlook
Shri Agrim Kumar’s administrative approach reflects the value of combining technology, management thinking and grassroots governance. His work in Chhindwara demonstrates how a basic public service can be strengthened when infrastructure is supported by clear operating systems, trained manpower and an economically viable service model. The emphasis on both sanitation outcomes and worker dignity gives his approach a distinctly people-centred dimension.
