Shri Shivam Prajapati is a 2021-batch Madhya Pradesh cadre Indian Administrative Service officer whose career combines civil-engineering expertise with experience in revenue administration and grassroots development. Born on February 27, 1996, and hailing from Satna, Madhya Pradesh, he joined the IAS on December 5, 2021. He is presently serving as Chief Executive Officer, Zila Panchayat and Additional Collector, Shahdol, where health, water conservation and last-mile service delivery form important areas of his work.
Early Life and Academic Pursuits
Shri Prajapati completed his B.Tech. in Civil Engineering from IIT Delhi, developing a strong foundation in infrastructure, analytical reasoning and systematic problem-solving. His success in national-level engineering and civil-services examinations further strengthened this technical orientation, which later became relevant to his work in infrastructure monitoring and district-level administration.
Professional Genesis and Ascendancy
Shri Prajapati began his Madhya Pradesh career as Assistant Collector, Dhar, before serving as SDO (Revenue), Punasa in Khandwa district. These assignments gave him direct experience in land administration, public grievances and sub-divisional governance. In 2025, he was appointed CEO, Zila Panchayat and Additional Collector, Shahdol, expanding his responsibilities into rural development and district-level programme implementation.
Administrative Tenure: Strengthening Last-Mile Delivery
In Shahdol, Shri Prajapati has focused on improving how public programmes reach citizens at the grassroots. His approach combines field assessment, technology-enabled monitoring and interdepartmental coordination, particularly in maternal health, water security and grievance redressal.
Maternal Health through “Maa Ka Haal – Swasthya Ka Khayal”
Launched in January 2026, “Maa Ka Haal – Swasthya Ka Khayal” strengthened follow-up for high-risk pregnancies through early identification, telephone monitoring and home visits. Reported district data showed maternal deaths declining from 14 to 7 and infant deaths from 323 to 211 during January–June 2026 compared with the corresponding earlier period.
Technology-Backed Water Conservation
Under Jal Sanchay Jan Bhagidari, Shahdol combined community participation with digital monitoring of worksites and scheduled reviews by engineers. This structured approach contributed to the district being recognised among the country’s top ten districts under the campaign while accelerating the creation and revival of water-conservation assets.
Faster Grievance Redressal
Shri Prajapati has also emphasised stronger follow-up on CM Helpline and time-bound cases. Departments were directed to prioritise complaints pending beyond 50 days and focus on both timely disposal and quality of resolution, reinforcing accountability in routine citizen-facing administration.
Other Notable Achievements
- UPSC CSE 2020 — AIR 407: Shri Prajapati secured All India Rank 407 and entered the Indian Administrative Service.
- Engineering Services Examination: He secured Rank 36 in Civil Engineering in ESE 2020, reflecting his strong technical foundation.
- Decisive Field Administration: As SDM, Punasa, he acted against an unauthorised tent-city development on government land near Hanuwantiya and ordered removal of structures established without requisite permissions.
A Visionary Outlook
Shri Shivam Prajapati’s administrative journey reflects an emphasis on strengthening delivery rather than merely expanding schemes. His work in Shahdol shows how close monitoring, field engagement and better coordination can improve outcomes in critical areas such as maternal health, water conservation and grievance redressal. His engineering background further reinforces a practical, systems-oriented approach to public administration.
Why is he one of the ‘Stars of MP’?
Shri Shivam Prajapati stands out for bringing a disciplined, implementation-focused approach to grassroots governance. His work demonstrates that significant administrative gains can come from identifying weak links in existing systems and ensuring that public services reach citizens more reliably.
