Born on May 18, 1979, and hailing from Kerala, Shri Raghuraj brought a strong analytical foundation to the civil services. He earned his B.Tech in Electronics from the prestigious National Institute of Technology (NIT), Calicut. Even during his early training, he stood out for his dedication, later returning to the Lal Bahadur Shastri National Academy of Administration (LBSNAA) as a Deputy Director to mentor the next generation of civil servants and lead the Centre for Disaster Management.

- The Prime Minister’s Office (PMO): As Director in the PMO, he handled critical files related to Cabinet Affairs and Personnel, gaining a bird’s-eye view of national priorities and the intricacies of high-level governance.
